We are proud to partner with industries, law enforcement,and the community to protect the public we serve.Federal firearms licensees play a key role in safeguarding the public from violent crime bymaintaining accurate records, instituting internal controls, and performing background checks onpotential firearms purchasers. These practices have saved lives, prohibited violent criminals fromobtaining firearms, and prevented firearms-related crimes.The 2014 edition of the Federal Firearms Regulations Reference Guide contains informationthat will help you comply with Federal laws and regulations governing the manufacture, importationand distribution of firearms and ammunition. This edition contains new and amended statutesenacted since publication of the 2005 edition, as well as updated regulations and rulings issued byATF. In addition to these updated materials, in response to inquiries received from industrymembers, the public, and partner agencies, the 2014 edition contains additional and amendedQuestions and Answers to assist with compliance.Laws may change over time, as will information in this guide. The ATF website atwww.ATF.gov is a good source of updated information and is one method ATF uses to communicatewith licensees about changes to laws and regulations. Additionally, as always, you are welcome tocontact your local ATF office for information or assistance.Thank you for working with us to make our communities safer.Firearms Curios or Relics ListA regulation implementing Federal firearms laws, 27 CFR Section 478.11, defines CR firearms as those "which are of special interest to collectors by reason of some quality other than is associated with firearms intended for sporting use or as offensive or defensive weapons."To be recognized as CR items, 478.11 specifies that firearms must fall within one of the following categories: Firearms which were manufactured at least 50 years prior to the current date, but not including replicas of such firearms; Firearms which are certified by the curator of a municipal, State, or Federal museum which exhibits firearms to be curios or relics of museum interest; and Any other firearms which derive a substantial part of their monetary value from the fact that they are novel, rare, bizarre, or because of their association with some historical figure, period, or event.Firearms automatically attain CR status when they are 50 years old. Any firearm that is at least 50 years old, and in its original configuration, would qualify as a CR firearm. It is not necessary for such firearms to be listed in ATF’s CR list. Therefore, ATF does not generally list firearms in the CR publication by virtue of their age. However, if you wish for a classification of your particular firearm under categories (b) or (c) above and wish your item to be listed, you may submit the weapon to the Firearms Technology Branch (FTB) for a formal classification.Please note that firearms regulated under the National Firearms Act (NFA) may be classified as CR items, but still may be subject to the provisions of the NFA. If your CR item is an NFA firearm (e.g., Winchester Trappers) and you desire removal from the NFA status, you must submit it to FTB for evaluation and a formal classification.
